I'm asking why anyone has gotta run games at all when living people in the Strangerground can sometimes use psychs and see noise.

A better question would be, why do they need people native to our worlds to run the Games? What's preventing them from sending people who died here to fill that purpose, and possibly come back once they've trained a successor from those who died on their own?

Well, I'm with you that maybe a person from one world could run a game in another world, but I actually think it's pretty clear why you can't train a successor from people who died on their own.
Not everyone who dies in this whole world ends up in the Underground, right? It's not crowded enough. So I'd buy it that keeping your souls in the Underground, where you'd have to be if you wanna act as this "successor", takes a little something extra. Like a game.

the SG is an unusual plane, it's not really supposed to have people
you guys just had strong Souls for living people
so I was able to bring you here without trouble....
but most people would come here and be even worse than Coco was at first

yeah there might be more than 9 but even if you use killing games thats still something that has to draw in lots of people from all those lots of universes
so its bullshit that there are too many universes to train an army of living people in time

cuz the rest can be category B!!
and once u have enough of them in a group
u can start to control noise to do what you want when you want
(including: go into a pin and do not attack peeps)
that's been more effective than trying to constantly erase them
they can generate and multiply from negative emotions
